Ana Catarina de Alencar is an international lawyer, ethicist, and researcher working at the intersection of artificial intelligence, regulation, and human behaviour. Based in Paris, she explores how emerging technologies are reshaping autonomy, relationships, and decision-making, particularly for children, adolescents, and other vulnerable groups.

Ana is the Resident Philosopher at The AI Collective, where she contributes to global conversations on responsible AI, digital safety, and governance. Alongside her policy and advisory work, she is pursuing a PhD at Université de Lille focused on emotional AI, bringing together perspectives from law, philosophy, and neurobiology to better understand the societal impact of increasingly relational technologies.

With experience across AI governance, privacy, and digital regulation, Ana works closely with European frameworks including the EU AI Act, GDPR, and Digital Services Act, helping organisations move beyond compliance toward more thoughtful and human-centred approaches to technology design. She is also the author of several publications on AI, ethics, and law, including Artificial Intelligence, Ethics and Law (2022)
